About STARS
STRENGTHENING TEACHING-LEARNING AND RESULTS FOR STATES (STARS) PROGRAMME
The STARS program is a transformative initiative designed to enhance the quality and governance of school education in six Indian states: Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Odisha, and Rajasthan.
Backed by the World Bank, this program strengthens public education systems through a focus on early childhood education, learning assessments, teacher performance, classroom practices, school-to-work transitions, and governance improvements for better service delivery.
Aligned with the Government of India's Samagra Shiksha Scheme, the STARS program actively supports the implementation of key principles from the National Education Policy (NEP) 2020, fostering innovation and excellence in education delivery.
Key Objectives of the STARS Program:
- Enhancing Early Childhood Education – Building strong foundations for lifelong learning.
- Improving Learning Assessments – Developing robust systems to measure and improve learning outcomes.
- Strengthening Teacher Performance – Empowering educators to deliver quality education.

Since 1994, the World Bank and India have worked in partnership to advance educational goals. The initiative of STARS initiative aims to achieve the vision of "Education for All" and elevate the standard of education across India.
